Effective vs. Efficient

Effective: successful in producing a desired or intended result. fulfilling a specified function in fact, though not formally acknowledged as such.

Efficient: (especially of a system or machine) achieving maximum productivity with minimum wasted effort or expense.

If something is efficient, it doesn't mean that that is also effective, and vice versa.
